Case study: Murdera € "from one jurisdiction at a time: the case of Robert Ben Rhoades

The case Robert Ben Rhoades serves as an excellent example of the type and nature of the cases Vicap € ™ s services providing critical care and support. Rhoades is considered one of the most dangerous and known sex offenders and serial murderers in the United States. Some investigators believe he is responsible for at least 50, but perhaps hundreds, of deaths. However, it has only been convicted of a murder, which is serving a life sentence.

Rhoades was a professional long distance truck driver, and his case dramatically demonstrates the sophistication of a criminal predator who can defy the law effectively leveraging fragmentation of Law Enforcement efforts, independent of disconnected data and resources, and different research approaches.

On April 1 1990, Trooper Mike Miller, a highway patrolman in Arizona, found a semi-tractor trailer parked on the shoulder of I-10. As Miller approached the vehicle to offer assistance, looked inside the 18-wheeler and noted a jump, naked, white woman in the cabin of the cab. A horse-bit type and the brake is in the mouth of the terrified victim, was chained inside the van. Also in the cabin was Robert Ben Rhoades, who, when surprised by the trooperâ ™ € s before, immediately exited the truck and tried to convince Miller that nothing happened. Rhoades said he discovered the facts were consensual and private matter.

As Miller tried to sort through the situation, Rhoades placed under arrest, when he discovered Rhoades was in possession of an automatic pistol loaded .25 caliber (Brandel, 1966). Rhoades was placed in the trooperâ ™ € s vehicle and secured with a seatbelt. When Miller the victim had been found and returned to the patrol car, Rhoades had secured a seat belt and slide out of his hands cuffed in front of him. Rhoades asked Miller if he had a key to handcuffs, which Rhoades said yes. Miller took the key Rhoades, re-cuffed behind his back and with his belt, and stayed with him until security officers arrived at the scene to help.

After the terrified victim (later identified as Lisa Pennal) was released, told the story of his abduction and torture. He stated that he had accepted a ride with Rhoades in a coffee shop Buckeye, Arizona. Pennal Although it was difficult to interview and spoke in broken sentences, investigators learned of his transient lifestyle and current drug abuse. The researcher said that although he was wearing a skirt and shirt, feet, wearing only shoes designed like a cartoon tiger.

The victim indicated who had fallen asleep in the cabin, only to awaken as Rhoades was putting the handcuffs on his wrists and ankles. He said Rhoades, who beat her with a whip attached a chain around his neck and attached spring-type clips to her nipples and vagina. It was unclear how long he had kept Lisa Rhoades Pennal on this camera of torture, physical injuries on her body indicate that several events of the scourging and torture. During this test, Pennal Rhoades said he had been doing this for girls and women aged 15 years.

Even though Rhoades was handcuffed and in custody, remained calm. It was the light of the victim's mental ability and tried to lead the researcher to sympathize with him, as he described it as the aggressor in the case, calling it a â € œlot € lizard.â Alva Busch Rhoades cited in the book Roadside Prey: â € œâ € ~ I can tell, this girl is playing with a full deck, â € ™ laughed Rhoades, as if someone had told a joke. . â € ~ Se aina t too pretentious ™ €, â € ™ Rhoades chuckled, â bed. . . . I was dragging anchor. She was returning to bed.â € ™ I said, â € ~ Go ahead.â € ™ She began to undress, and said: â € ~ What the $% ^ & and let hera € ™ â € (1996,. Pages 58A € "62).

The victim, I was hysterical, sometimes showed evidence of sustained physical and sexual abuse, corroborating his story with charm. Rhoadesâ € ™ explanation began to crumble as researchers found large amounts of bonded child pornography and sexual assault materials in his truck. Rhoadesâ € ™ there is no with support from the tracks.

During the subsequent investigation, search warrants were executed in the cab of the semi-truck tractor and Robert Ben Rhoadesâ € ™ home in Houston, Texas. The search results revealed a briefcase with whips, handcuffs, spring-type clips, dildo, various items of Women € ™ s clothing, miscellaneous papers, and several photographs of a young white woman in various poses, both nude and partially clothed.

There Polaroid photographs of several women in € â € œopen-roofedâ vehicles, apparently taken from inside the cabin s ™ € truckerâ as women passed him on the road. These photographs were seized from € ™ Rhoadesâ Houston apartment. He also photographs of a particular victim (a girl) in the cabin of truckerâ ™ € s cabin, outdoors and in an abandoned barn type structure. In this set particular photographs, the victim was handcuffed, shackled, and posing with a dildo and spring-clip type attached to the nipples.

The teenager in the photographs are not identified in regard to the case of Robert Ben Rhoades. Then, on 29 September 1990, the decomposed body of a young woman was found in an abandoned barn near Greenville, Illinois. The cause of death was determined to be ligature strangulation. The victim was later identified as 14 year old Regina Walters. Walters was reported as a fugitive from Pasadena, Texas, about 8 months before her remains were discovered. At the time of the initial report of the missing, Walters was been with the company of an 18 year old white man named Ricky Lee Jones. The two were hitchhiking to New Mexico. Ricky Lee Jones has not been located from of this writing.

Interestingly, the researchers working on the case Rhoades and Walters researchers working in the Texas and Illinois were each working independently of each other. Finally, the databases via teletype and national, began working together.

Tragically, Robert Ben Rhoades will remain a œsingle â € episodeâ € until 28 September 1991, when he came to be linked to the death of Regina Kay Walters. There were no pictures Ricky Lee Jones in the collection of Rhoadesâ € ™, but there was a diary entry in a notebook in the possession Rhoadesâ € ™ at the time of his arrest, which states, â € € œRicky is a dead mana (Evidence, 1990). Police also recovered several items of clothing which belonged to Walters in the possession of Robert Ben Rhoades (1990).

Reflecting on the Rhoades made a comment that had been â € œdoing this for 15 years, the researchers looked more closely at your records € truck. They discovered that the murderers truck driver had traveled from the shores of Pacific Ocean to the east coast of New Jersey. He traveled to throughout Washington, Oregon, California, Arizona, Utah, New Mexico, Texas, Oklahoma, Missouri, Arkansas, Louisiana, Mississippi, Tennessee, Kentucky, Illinois, Indiana, Ohio, Pennsylvania, New Jersey, Virginia, Georgia and Florida (Evidence, 1990).

Suddenly, the many missing persons, unidentified bodies, and cases of unsolved homicides in each of these states took on new meaning. Forces security began sharing information on similar crimes, and victims more generously than at any time before the incident. Since the case broke Rhoades missing persons, there have been many cases of unsolved murders that have been attributed to Rhoades, but has only been tried for the death of Regina Walters.

This episode œsingle â €, â €, while not forgotten, he joined the huge number of cases of Detective Susan Trammell, who receive less attention leading research and cooled over time. During this same period, Rhoades continued to travel from one state to another. The saga Rhoades advanced information was discovered about a victim named Shana Holts, from January 1990, which came into contact with Rhoades in a truck stop in San Bernardino, California.

Holts Shana ™ € Rhoadesâ torture escaped and reported the incident terrible reflection of the events that Trooper Miller discovered. Holts was so terrified of Rhoades when she is faced with the prospect of identifying him after fleeing his vehicle and after having to testify against her, she refused to cooperate further and dismissed the case.

Other similar situations were discovered over time. Security forces in many parts of the United States had possible criminal kidnappings and murder charges against Rhoades on the basis of comparisons and travel routes. In each of these incidents, individual agencies initially thought it was a unique event, related only to its jurisdiction. It was not until the last chapter in the saga of Rhoades was written in which each agency realized that his â € € œsingle Eventa was the work of a serial rapist and murderer, sadist.

The case Rhoades has helped agencies Police across the United States to see, in graphic detail, the value of cooperation, communication, and coordination of their efforts on resolving of difficult criminal cases. If you want better information sharing and coordination had occurred, could have drastically reduced the number of victims which were seized by Robert Ben Rhoades (Cooper and King, 2001).

This case is reviewed in detail more dramatic in the recently published book Predators: Who are and how to stop them (Cooper, King, and HOCM, 2007). In addition, reference is cited as the methodology of case in the second edition of Criminal Behavior Analysis II (Cooper, & King, 2001). In In March 1991, the Police Illinois State received this letter from the mother of Regina Walters € ™:

Dear Sir:

In September 1990 the police of Illinois, found the remains of Regina Kay Walters. He disappeared February 3, 1990, in Pasadena, Texas. She was only fourteen years old at the time, and my only daughter. At this point police have not yet brought to justice the person who did this to my son. Despite not living in Illinois, this case still needs to remain open. N ™ € child s death should be abandoned. It could happen again.

At that time, police in Illinois asked us to keep this out of media. We have done that and more. Just because you havenâ ™ € t hear about us doesn € ™ t mean they donâ € ™ t care. We were trying to give him time to find reginaa € ™ s murderer. Please donâ € ™ t quit. What if was one of his children? You couldn € ™ t rest, knowing there is someone out there that someone you loved, and Dona ™ € t ever think that didnâ € ™ t love Regina, because she was much loved. So please donâ ™ € t stop looking for the murderer of Regina Kay Walters.
